Creating new affordable housing units
The opening of Mosaic House, a mixed-income development in the Town of Stouffville, was among Housing York Inc.’s (HYI) key milestones last year.
The 97-unit development, HYI’s newest development, is located on Main Street and provides homes for 140 residents, including seniors, families and individuals. Mosaic House reached full occupancy within four months of opening, demonstrating strong demand for high-quality, affordable housing, HYI reports.
This $50.96-million project demonstrated the strength of shared investments and partnership across all levels of government, including $18.9 million from York Region and nearly $30 million collectively from federal and provincial governments, according to HYI’s 2025 annual report.
“Creating safe and secure housing where residents can thrive takes a collective effort and we appreciate the federal and provincial governments for their financial support,” York Region Chairman and CEO Eric Jolliffe said at the grand opening of Mosaic House in November. “Affordable housing is one of the greatest challenges facing York Region today and we remain committed to supporting communities with a full range of housing options and services to support all residents.”
Throughout 2025, work continued to create 400 new affordable housing units, including 150 units in the Box Grove neighbourhood at the corner of 14th Avenue and Donald Cousens Parkway in the City of Markham and 250 units at 62 Bayview Parkway in the Town of Newmarket. Both projects are positioned to move toward construction. When complete, HYI will operate those facilities as part of its community housing portfolio.
The year also marked the first phase of implementing From Vision to Vibrant Communities: Housing York Inc.’s 2025 to 2028 Strategic Plan, a four-year framework designed to guide HYI through rising housing demand, aging infrastructure and service modernization, York Region reports.
In 2025, HYI invested $13.7 million in capital improvements across its $1.61-billion portfolio, ensuring buildings remain safe, accessible and well-maintained, the annual report notes. HYI’s Social Worker and Family Support Worker programs supported an average of 60 households each month.
The largest community housing provider in York Region, HYI services roughly 5,000 residents across 3,124 units in 38 community housing properties located in all nine local municipalities through a mix of subsidized and market rental housing. HYI also provides property management for seven emergency and transitional housing properties, which include 97 emergency housing units supporting 187 beds and 34 transitional housing units supporting 72 beds.
